Dear Councillor,
On behalf of the Hounslow Residents Electric Vehicle Association, I am writing about the Council's continued refusal to permit cross-pavement EV charging gullies for residents without off-street parking.
For households on Hounslow's many terraced streets, this is not a minor inconvenience. Every month the Council delays a decision, residents are left trailing charging cables across pavements, queuing for scarce public chargepoints, or abandoning the switch to an electric vehicle altogether — a cross-pavement gully is the greener, cheaper, and more convenient option, and delay has a real cost in residents' time, money, and the pace at which the borough cuts transport emissions.
This is also not a novel request we are asking the Council to take on trust. Neighbouring and comparable authorities — including Bournemouth, Christchurch & Poole Council and Stoke-on-Trent City Council — have already approved cross-pavement gully schemes, working through exactly the same health and safety and public liability questions Hounslow has raised, using British Standard-approved products designed to address them. Hounslow Council has access to the same evidence and the same facts. It is not acceptable that residents here continue to be told no, on safety grounds that neighbouring boroughs have already assessed and resolved.
We ask that the Council commit to a clear timetable for permitting BSI-approved charging gullies, and to publishing a resident application process, so residents without a driveway are not left behind while Hounslow's neighbours move ahead.
